Web Banking Kludge or Feature?

From the web banking application used by my local bank:
Please do not make duplicate bill payments of the exact amount within the same business day. The system verifies all payments at Midnight (PST) and will reverse all duplicate payments. If you need to make duplicate payments for one bill vendor, please vary the amount.
I understand the implicit rationalization for this effect: presumably people were double-clicking the Submit button, executing a payment twice and then complaining. So then a feature was added to roll back….
But is this fix really a fix or a kludge?
