		<description>Netbeans is free, and does what you want.  They have a specially configured download for RoR folks, as it was born in the Java world.

The only problem is that it is a bit of a resource hog.   You know you wanted to justify that 8-gigabyte quad-core desktop, well, here's your chance.

It really is a very nice IDE.  Very smart.  Very fat.</description>

		<description>I use eclipse with the ruby plugin. It's cross platform so you can count on learning one thing and sticking with it. Plus there are a ton of plugins for eclipse that are amazing.</description>
